  • 1904 - Bluffton Indiana: 4 quarter schedule
  • 1928 - First mandated K-12 YRE program, Aliquippa, PA
  • 1938-67 - YRE ceases; the war years
  • 1967 - Howard, CA first YRS since WWII
  • 1970s-80s - Steady growth of YRE

1991 Horace Mann Opens
  • As part of strategic plan to provide an array of options to students the District reopened a closed building.
  • It was developed with a year round schedule
    • 9 weeks in school, 3 weeks off
  • Choice school to reflect demographics of District

1991 Horace Mann Continued
  • Full enrollment with a waiting list
  • Meet needs of a segment of the population
  • Parents showed high levels of satisfaction at the building
  • Student achievement increased

1994 Grant Elementary
  • School requests Board allow it to become a year round building
  • Schedule to include 195 days/instruction
    • 10 weeks in school, 3 weeks off
    • 15 extra days paid for with Title I funds
  • Made building a choice school
    • Was a neighborhood school

1994 Grant Continued
  • Enrollment initially declined
  • After several years, enrollment climbed back to level prior to becoming year round

RI 21 Task Force
  • Task Force charged with reviewing District and define future direction: success, space utilization, school year and community
  • Made of up of citizens, staff, business and community leaders
  • Focused review on publication “Prisoners of Time”

RI 21 Task Force Continued
  • Recommendations included:
    • Renovation of High School
    • Climate control all classrooms
    • Consider alternative calendar
  • Board directed Administration to further develop recommendations

  • Focus on building recommendations
  • Completed studies for renovation of High School, climate control and enrollment trends
  • Board approved recommendations, placed referendum for capital projects on November 1997 ballot

  • $12,800,000 Capital Projects, $8,165,000 Fire Prevention and Safety:
    • Remodel High School
    • Addition to an elementary
    • Fire prevention and Safety in all buildings
    • Climate control all classrooms

Nov. 1997 Referendum Cont.
  • Tax rate would not change
    • Outstanding bonds refinanced
    • Rate to remain same, extend amortization to 20 years
  • 80% voted for referendum
  • Work completed in summers of 1998, 1999.
    • All classrooms climate controlled

  • Teachers, parents, community members discuss use of time
  • Reviewed alternatives to enhance learning opportunities to students
  • Reviewed options for staff development opportunities
  • Considered family/community needs
